Kingston Water Watch launches: what a two-year water moratorium and a Costco fight reveal about the town's real water story

We started this initiative expecting to dig through PFAS spreadsheets, the way most towns in this network have a specific compound story to tell. Kingston's most distinctive real story turned out to be something different: for 27 months, from April 13, 2023 to July 31, 2025, the Board of Water Commissioners banned all new water service hookups and extensions town-wide — not because the water was contaminated, but because the system's seven local groundwater wells couldn't reliably guarantee peak demand under a state-required worst-case scenario (losing the town's most productive well during high demand). That's a genuinely unusual thing for a town's water department to do, and it shaped local development policy for over two years.

The moratorium's ending is its own story. The Water Commission voted 2-to-1 to lift it in July 2025, citing an updated capacity analysis and progress toward a new supply well — but also, by officials' own account, a desire to speed along redevelopment of the Kingston Collection mall, where a Costco has been proposed for the former Macy's site. That puts Kingston in direct competition with a similar Costco proposal on a gravel-pit site in neighboring Plymouth. Meanwhile, the underlying water quality data is genuinely reassuring: no MCL violations in either of the last two annual reports, and PFAS6 results that stayed non-detect for years before showing up at just 2.56 ppt in 2024 — about one-eighth of the state's 20 ppt limit. What Kingston's own PFAS testing actually shows

Kingston tested its active supply wells for PFAS in 2020, 2021, and 2022, and came back non-detect every time — clean enough that MassDEP didn't require the town to test again in 2023. When testing resumed in 2024, the town detected combined PFAS6 just above the lab's 2 ppt minimum detection limit for the first time: a highest reading of 2.56 ppt, with a range of non-detect to 2.56 ppt across the system.

To put that in context: Massachusetts' PFAS6 standard is 20 ppt, and the federal government's individual PFOA/PFOS limits are 4 ppt each. Kingston's 2.56 ppt combined result sits comfortably under both, though the town's public report doesn't break the number down compound-by-compound, so we can't say for certain how much of it is PFOA or PFOS specifically versus the other four regulated compounds. This is a genuinely clean result — not a manufactured one — but it's also the first time the town has detected any PFAS at all, which makes it worth watching in next year's report rather than treating as a one-time blip.

Where Massachusetts' PFAS rules came from

Long before there was a federal PFAS rule, there was a Massachusetts one. In October 2020, MassDEP finalized an enforceable drinking water standard — a Maximum Contaminant Level, or MCL — of 20 parts per trillion for the combined total of six PFAS compounds, a grouping the state calls "PFAS6": PFOS, PFOA, PFHxS, PFNA, PFHpA, and PFDA.

At the time, this made Massachusetts one of a small number of states with any enforceable PFAS standard at all. For Kingston, this is the exact standard the town's own wells tested non-detect against for years, and the standard its first-ever 2024 detection of 2.56 ppt still landed well under.

The first federal PFAS rule, explained

Until April 2024, there was no federal limit on PFAS in drinking water at all — only the Massachusetts state standard set in 2020. That changed when EPA finalized its National Primary Drinking Water Regulation (NPDWR) for PFAS: the first time PFAS compounds have been individually, enforceably regulated at the federal level.

The rule set limits of 4 parts per trillion (ppt) each for PFOA and PFOS, 10 ppt each for three additional compounds (PFHxS, PFNA, and HFPO-DA), and a combined "Hazard Index" limit for mixtures of those plus PFBS. Water systems nationwide were given until 2027 to complete initial monitoring and until 2029 to come into full compliance.

For Kingston, the relevant data point is the town's 2024 combined PFAS6 reading of 2.56 ppt — under even the strictest 4 ppt individual limit in this new federal rule, even without a compound-level breakdown to confirm exactly how it's distributed.

EPA proposed changes to the PFAS rule in May — the comment period just closed, and neither proposal is final

On May 18, 2026, EPA announced two proposals affecting the federal PFAS rule described above. The first would let water systems request a two-year extension — from 2029 to 2031 — to comply with the enforceable limits for PFOA and PFOS. The second would rescind the individual limits for three other PFAS compounds (PFHxS, PFNA, and HFPO-DA/GenX) and the combined Hazard Index limit for mixtures of those plus PFBS.

What doesn't change: the 4 ppt limits for PFOA and PFOS individually aren't part of either rescission proposal. For a system like Kingston's, whose only PFAS detection to date is a small fraction of that 4 ppt threshold, this rulemaking mostly affects compliance paperwork and monitoring timelines rather than anything that would change what's actually coming out of Kingston taps.

EPA held a virtual public hearing on July 7, 2026, and the combined comment dockets closed yesterday, July 20, 2026, with more than 15,000 comments submitted. As of today, neither proposal has been finalized; EPA has said it intends to act before the end of 2026. Treat the 2024 rule as the current legal baseline until EPA actually finalizes a change, and check back here as that process plays out.
