What public records show about Kingston's water

The system

The Kingston Water Department — EPA/MassDEP Public Water System ID MA4145000, run by the town under Water Superintendent Christopher Veracka, headquartered at 22 Elm Street — draws all of its water from seven gravel-packed groundwater wells at three well fields: South Street, Millgate, and Soule's Pond (installed 1950s–1970s, treated with hydrated lime for corrosion control); Grassy Hole and the I-86 Well (installed 1981 and 2010, treated with filtration, chlorine, and potassium hydroxide); and the Richard W. Loring Trackle Pond Pumping Station (installed 1997, same filtration treatment). An eighth site, Winthrop Street, is not currently in use. The system runs over 100 miles of water main across two pressure zones, three storage tanks, and one booster pump station.

Population served: public trackers disagree by a meaningful margin, ranging from roughly 12,200 to 14,100, against a 2020 Census town population of 13,708. We report the range rather than picking whichever figure looks most precise, consistent with how we handle this figure across other Water Watch towns.

In 2024, the department pumped 625,364,200 gallons to customers, up 5% from 2023's 593,462,500 gallons (which was itself up 2% from the year before) — a real, sustained increase in demand that sits behind the supply-capacity story below.

The 27-month hookup moratorium: Kingston's real, current story

Unlike most towns in this network, Kingston's most consequential recent water story isn't about a specific contaminant — it's about supply capacity and local governance. Effective April 13, 2023, the Board of Water Commissioners placed a temporary moratorium on all new water service hookups and extensions, citing concern that the system could not reliably meet a state peak-demand safety margin (the requirement that a town be able to supply peak demand even if it simultaneously lost the use of its most productive well). The town's own 2023 and 2024 Consumer Confidence Reports both confirm the moratorium was in effect and tie its resolution to bringing a new supply well online.

The town spent 2024 purchasing land for that new well and beginning the multi-year MassDEP permitting, design, and construction process. On July 31, 2025, the Water Commission voted 2-to-1 to lift the moratorium — a decision one commissioner tied explicitly to an updated system-capacity analysis showing current demand is adequately covered, the new well's expected activation within 2–3 years, and (candidly) the town's interest in speeding along redevelopment of the Kingston Collection mall, where a Costco has been proposed for the former Macy's site — a project competing directly with a similar Costco proposal on a Plymouth gravel-pit site. According to local reporting on the vote and subsequent Board of Selectmen discussion, the decision was not unanimous internally: some officials and the town's own counsel urged more caution before lifting a restriction imposed for a genuine engineering reason, not just a political one.

We're flagging the real texture here rather than a clean narrative: the moratorium was a genuine, MassDEP-relevant supply-margin measure, not a symbolic gesture, and its lifting is tied to both a legitimate capacity reassessment and a specific, fairly high-stakes economic development decision. Violation history

Kingston's own 2023 and 2024 Annual Water Quality Reports show no MCL or MRDL violations across every regulated substance tested — nitrate, perchlorate, haloacetic acids, trihalomethanes, chlorine, barium, tetrachloroethylene (PCE), antimony, fluoride, radium, gross alpha, and PFAS6 all tested below their applicable limits in both years. Independent public trackers (EWG, mytapwater.org) similarly report no federal health-based violations for the most recently assessed EPA compliance quarters. We were not able to independently pull a complete multi-decade EPA SDWIS/ECHO violation history for PWS ID MA4145000 through public web access at the time of writing — the underlying federal database requires an interactive session we couldn't complete remotely — so we're reporting what the town's own primary-source CCRs and the secondary trackers agree on, rather than guessing at older records neither source surfaced.

PFAS: years of non-detect, then a first trace reading in 2024

Kingston tested for PFAS in its active supply wells in 2020, 2021, and 2022, and the certified lab results came back non-detect each time. Because of that clean record, MassDEP did not require PFAS sampling in 2023. In 2024, testing resumed and detected PFAS6 slightly above the laboratory's 2 ppt minimum detection limit for the first time — a highest reading of 2.56 ppt, with a range of non-detect to 2.56 ppt across the system's wells.

2.56 ppt is roughly one-eighth of the Massachusetts PFAS6 standard, and well under the federal 4 ppt individual PFOA/PFOS limits too — though Kingston's public CCR reports only the combined PFAS6 sum, not a compound-by-compound breakdown, so we can't tell you whether that 2.56 ppt is concentrated in PFOA/PFOS specifically or spread across the six regulated compounds. This is a genuinely reassuring result, not a manufactured one — but it's also the kind of number worth watching over the next few annual reports, since it represents the first time the town has detected PFAS at all. Lead, copper, and the manganese story

Kingston's lead and copper results have moved in opposite directions across the two most recent reports. In September 2023, 90th-percentile lead across 30 sampled sites came back at 0 ppb, with zero sites above the 15 ppb federal action level. In September 2024, across 34 sampled sites, the 90th percentile rose to 4 ppb — still comfortably under the action level — but 2 of the 34 individual sites tested above 15 ppb, a reminder that a low system-wide percentile doesn't guarantee every single household result. The town completed a MassDEP-required water service line inventory in 2024 and reports no lead service lines anywhere in the system, which limits (though doesn't eliminate) lead's most common source. Copper has stayed low both years: 0.029 ppm in 2023, 0.314 ppm in 2024, both far under the 1.3 ppm action level.

Separately, Kingston has a real, resolved manganese story. The Grassy Hole and I-86 wells historically produced water with manganese levels the town's own engineering documentation describes as far exceeding the secondary (aesthetic) standard, a common cause of the "dirty water" complaints many longtime residents will remember. A dedicated filtration facility came online in 2022, and 2023 was its first full year of operation: finished water manganese from that facility tested non-detectable, and customer complaints dropped accordingly. Some "legacy manganese" can still get stirred up in the distribution system during high-flow events like fire use or main breaks, which is why occasional discolored-water reports haven't disappeared entirely even though the source problem has been addressed.

Does Kingston share its water system with Duxbury, Plymouth, or Halifax?

We checked rather than assumed, since several neighboring South Shore towns do share real infrastructure. Kingston's day-to-day water supply is fully independent — all of it comes from the town's own seven wells, with no wholesale purchase arrangement or physical interconnection currently in active use with Duxbury, Plymouth, or Halifax.

There is one real, but narrow, institutional connection worth knowing about: Kingston is one of eight member communities (alongside Halifax, Pembroke, Plympton, Hanson, East Bridgewater, Whitman, and Brockton) of the Central Plymouth County Water District Commission, created by a 1964 Massachusetts special act. That district legally entitles member towns to draw from Brockton's Silver Lake system and coordinates monitoring of Silver Lake's water quality and hydrology — the same legal framework behind Halifax's emergency Brockton connection. But based on what we could verify from the Commission's own public materials, this is an advisory and legal-entitlement body, not an active pipeline supplying Kingston taps today. Duxbury and Plymouth, notably, are not members of this district at all, and we found no evidence of any interconnection, formal or informal, between Kingston's system and either of those two immediate neighbors.

October 2020

Massachusetts sets a first-in-the-nation PFAS standard

MassDEP finalized an enforceable Maximum Contaminant Level (MCL) of 20 parts per trillion (ppt) for the sum of six PFAS compounds ("PFAS6") — PFOS, PFOA, PFHxS, PFNA, PFHpA, and PFDA. This is the standard Kingston's wells tested non-detect against for years, and stayed comfortably under even after their first-ever detection in 2024.

April 2024

EPA finalizes the first federal PFAS drinking water rule

The EPA's National Primary Drinking Water Regulation (NPDWR) set the first-ever enforceable federal limits for PFAS: 4 ppt each for PFOA and PFOS individually, 10 ppt each for PFHxS, PFNA, and HFPO-DA (GenX), plus a combined Hazard Index limit for mixtures of those and PFBS. Water systems were given until 2027 to complete initial monitoring and until 2029 to come into full compliance. Kingston's 2024 combined PFAS6 reading of 2.56 ppt sits under even the strictest individual federal limit, though the town's CCR doesn't break the result down by compound.

May 18, 2026

EPA proposes extending the deadline and rescinding part of the rule

EPA proposed two changes. The first would keep the PFOA/PFOS limits at 4 ppt each but let water systems request a two-year compliance extension — to 2031 instead of 2029. The second would rescind the individual limits for PFHxS, PFNA, and HFPO-DA and the Hazard Index for PFAS mixtures, leaving the PFOA/PFOS limits untouched. EPA held a virtual public hearing on July 7, 2026, and said it intends to finalize both rules before the end of 2026.

The comment period closed yesterday — neither proposal is final yet

The combined comment dockets closed on July 20, 2026, with well over 15,000 comments submitted across both proposals. As of today, EPA has not announced a final decision on either the compliance-extension rule or the rescission rule; the agency has said it intends to act before the end of 2026, but the current legal baseline remains the April 2024 rule as written. For Kingston, whose only PFAS detection to date is a fraction of even the strictest applicable limit, this rulemaking mostly affects paperwork and monitoring timelines rather than anything that would change what's actually in the water — but it's worth checking EPA's site directly for the current status before assuming either proposal has taken effect.
